  I'm really into chillout electronica and I'm looking for inspiration as well as some good new tracks to build my library, anybody have any suggestions for some really mellodic and interesting smooth electronica?

  i think i could tell you some artists, but what kind of music chillout electronica really is? however, i strongly recommend Boards of Canada.

  There are many Chill out compilation albums out there bro. Check out Winter Chill series, Angels Chill Trance Essentials series and the Sunset Chill series. U will find loads of inspiring chill out tunez in there. I also recommend Blank and Jones's Relax.
  Artists I recommend are Mandlay, Schiller, Delerium,Deep Forest, Western rebel Alliance & The future sound of london.

  As said above Boards of Canada is awesome... Some of Tricky is good. Some of Squarepusher's stuff is good. Anesthesia. Cujo/Amon Tobin. Mandalay. Some of LTJ Bukem's stuff is chilled. Royksopp. There's a lot of other.

  Banza, what kind of chillout are you talking about? There is lounge, ambient breaks, ambient trance, downtempo, broken beat, nu jazz, or lounge house. all of those can be considered to fall under the chillout category.
